I lived in DC five years ago, and Eli's food was among the poorest I had ever eaten in a restaurant (except for hummus and fried foods which were OK). I went recently and it was a little better. I had pastrami, falafel and schwarma- all passable though not exceptional (schwarma too salty so not sure I would recommend that). If you're kosher you can eat there and you will not feel sick. But you can still do better in the suburbs.

Don't know about the restaurant piece. But the shwarma/falafal annex next door is a great deal for DC. It isn't as cheap or as good as Mamoun's in NYC but it's one of the best lunch spots if you work near Dupont.

Decent for a Deli. The corned beef is good for DC. If your in the neighborhood great. It's not a destination kinda place.

I got an "overstuffed" sandwich and it was tasty, but it wasn't really "overstuffed". Instead the size of the sandwich was smaller than I anticipated. I've been to Carnegie's up in New York and the prices are similar, but the size of the sandwiches are not.
