Mediocre, At Best
Don't come for lunch, or if you do, don't order from the lunch menu. The meal started with a watery vegetable broth with chunks of carrot and cabbage floating in it. The entrees were unimaginative, greasy or drowning in sticky-sweet sauce, and came out so quickly (for a group of 6, no less) that I'm convinced it had been sitting in a steam table. Even the rice tasted dry and crusty. Honestly, the waiter took longer writing our orders down than the cook did making up the plates.

A Totally Delightful Experience
In DC for three days, Penang was, by far, the most delightful place in which we had dined. The food and service were excellent, and the dinner prices were surprisingly reasonable. What I remember vividly was that that dinner menu indicated that my beef creation would come out on a sizzling platter, and it did! Important to me, our waiter did not say, what, to me is the kiss of death, i.e. "How's everything?" The staff was extremely pleasant and courteous. They actually smiled while they went about their work with us and the diners at other tables. My wife loved her seafood entree, and she is a very hard-to-please lady. Our young guests, who lived several blocks away, had been there several times before, and commented it was of their favorite places. I recommend Penang with no hesitation, and look forward to dining there on our next visit to DC.
